Talked to a candidate who had a chiefs interview.  He was taken back by the chief asking him about a few collections on his credit report, his sick leave usage on a job from 5 years ago and being let go from a job in 1997.

The chiefs point is he doesn't want to hear anything about you for a few years after you're hired.  No bill collectors showing up at the station trying to attach your wages, calling in sick or any other problems.
